MetroTex is introducing a new member engagement structure for 2027 designed to create clearer pathways for members to participate, connect and contribute.
Under the new Advisory Council structure, every Committee becomes an Advisory Council. For most Councils, a new Member Exchange will accompany the Advisory Council as an open way for any member to engage in that area simply by opting in any time.
Advisory Councils: Formal Leadership & Governance
Advisory Councils are the formal, continuing bodies responsible for their assigned areas.
Membership is application-based, with Executive Committee review and Board ratification. Members are expected to participate consistently and are subject to an attendance policy. Additionally, Advisory Councils are the only groups that can bring motions to the Board.
Advisory Councils generally have nine members, excluding the Chair and Vice Chair. Members serve one-year terms, with a maximum of two consecutive terms before a required one-year break.
Member Exchanges: An Open Door to Participate
Want to get involved without applying for an appointed position?
Member Exchanges are open to all members, with:
- No cap on participation
- No attendance requirement
- No limit on how many Member Exchanges you can participate in
They provide opportunities for education, dialogue and engagement around the subject area of the parent Advisory Council.
Member Exchanges do not have independent decision-making or motion authority. Recommendations move through the parent Advisory Council.
You can participate in a Member Exchange while also serving on an Advisory Council.
Working Groups: Get Involved Around a Specific Topic
Working Groups are open, flexible groups created by an Advisory Council to focus on specific topics or areas of work.
A Working Group can be:
- Standing
- Recurring
- Ad hoc
There is no application or attendance requirement, and Working Groups do not have independent motion authority.
The former “Subcommittee” category is being retired. Where additional structure is needed, an Advisory Council can create a Working Group to bring interested members together around a specific topic, project or area of work.
